A PRICE tag of ?1m was yesterday put on an island that is home to colonies of protected geese and seals rather than humans.

Located two miles off the Clare coast near Spanish Point, Mutton Island has 185 acres of grassland with a freshwater lake and several springwater wells.

It was last inhabited in the mid-20th century when it was believed to have been home to twelve families – the ruins of two cottages, a disused graveyard and the site of a cross and oratory are the sole remaining signs of human habitation.

As a result of the presence of protected Barnacle geese and grey seals, the island is now part of a proposed EU-designated special area of conservation (pSAC) and a special protection area (SPA) for birds.

But while there are some planning restrictions, Ennis auctioneer Philip O’Reilly confirmed yesterday that a ?1m price tag has been placed on the property.

“There has been a lot of interest in the island. It is very close to Doonbeg golf club and is a very good property. There are planning restrictions, but they relate only to the shoreline area,” he said.

Two years ago, the Government’s Heritage Service succeeded in preventing the island from being re-inhabited by people due to the presence of the Barnacle geese and grey seals on and around the island.

This followed Clare Co Council upholding a recommendation by the Heritage Service to turn down plans by a Co Clare businessman to build an exclusive holiday retreat near the shoreline of the privately owned island.

In 2001, Ennis developer Noel Connellan lodged plans through Firan Properties Ltd to rebuild and extend one of the deserted houses on the island.

The company then bought the island for ?130,000 four years ago. The same company has now put the island back on the market.

Recommending that the planning application be refused, the Heritage Service told the council at the time that “the island is currently uninhabited and it is our recommendation that in order to protect the ecological value of the site, it should remain that way”.

The Heritage Service said the island is an internationally important site for 300 Barnacle geese and claimed that “the dramatic scale of development along the Clare coast places further importance on this island as a last refuge for the protected birds”.

Duchas claimed that the presence of an occupied house on the island would create an unacceptable level of disturbance to the wintering geese.

The council’s heritage officer, Congella Maguire, also outlined her opposition to the plan, claiming that the island “is one the most important over-wintering sites in Ireland for Barnacle geese, among other over-wintering wildfowl and winders”.

Leaked papers reveal the Wildfowl & Wetlands Trust’s campaign aims to focus public concern on consumption of game that has been shot with lead.

The council of the Wildfowl & Wetlands Trust (WWT), the charity founded by the wildfowler and conservationist Sir Peter Scott, has approved a strategy which will see it campaign publicly for a ban on the use of lead gunshot for all shooting in England within the next three years.

Part of the campaign’s method is to propagate public concern over consumption of lead-shot game by enlisting the backing of celebrity chefs and the online site Mumsnet.

Documents passed to Shooting Times magazine from the council’s meeting on 22 March state: If we do not take a lead on this no one else will as it is not central to the mission of any other UK conservation organisation.

The campaign is one the WWT considers risky, however.

It notes: HRH & others at Buckingham Palace may not be amenable to this — but if handled in the right way (new information, emerging risks — how could anyone have known etc.) Prince Charles could be an advocate — unpredictable.

HM The Queen is the charity’s patron, while HRH the Prince of Wales is its president.

Entitled “Update on the Lead Gunshot Position and Advocacy Plan Approved by Council in December 2011”, the document outlines the strategy for the WWT’s lead shot campaign.

The paper’s authors, director of conservation Dr Debbie Pain, and head of communications, Amy Coyte, recommend partnering with organisations such as Mumsnet and the National Childbirth Trust and a celebrity chef such as Hugh Fearnley-Whittingstall to raise public awareness of health risks it says are associated with consumption of lead-shot game.

The WWT proposes a number of criteria for success which the authors hope to achieve within three years.

These include a total ban on the use of lead shot in the UK, an effective ban on the sale of any game shot with lead and the introduction of food labelling with health warnings on lead-shot game.

The paper states: The main risks to WWT in the UK come from the hunting community, which does not wish to see a ban. This appears to be due partly to the invisibility of [lead poisoning] in wildfowl and the circulation of persistent myths regarding the suitability of alternatives, but primarily due to the innate conservatism of hunters and possibly a concern that this is the thin end of the wedge of banning hunting.

The paper also states that Wildfowling groups surrounding our reserves may not be happy and we will need to devise a strategy for communicating with them.

In 2009, Dr Pain and the RSPB’s then director of conservation, Dr Mark Avery, wrote to environment secretary Hilary Benn calling for a group of interested stakeholders to be convened by Government to address the evidence for lead poisoning of both wildlife and humans, with a mandate to make whatever recommendations it sees as necessary for the protection of the environment and human health.

This lead to the formation of the Lead Ammunition Group (LAG), which includes representatives from BASC, the Countryside Alliance, the GWCT and the WWT.

Dr Avery, after his departure from the RSPB last year, was engaged by the WWT as a consultant on the charity’s current lead campaign.

Shooting Times magazine contacted Dr Pain for confirmation the council had approved the lead shot campaign.

She stated that it had been approved, but there was still work to do to finalise it.

Asked whether this campaign would subvert the work of the LAG, she said: “Absolutely not. There’s a diverse range of people on the LAG with a wide range of views on lead shot. The point of the group is to arrive at a collective view. Our principal concern is that wildfowl are still dying from lead poisoning.”

“The compliance report the WWT conducted on behalf of DEFRA shows that there is little compliance with lead shot bans, and our own research shows that there are still high levels of lead contamination in wildfowl.”

“A further point is that wildfowl continue to pick up lead shot away from wetland areas. The human health issue is of concern to us, but we see this really as the only solution to solving the problem of lead poisoning in wildfowl.”

“Bans on lead shot have been carried out in other countries within Europe and there are practical alternatives to lead available. This is an issue that needs to be moved forwards.”

Asked whether she thought a lead ban would harm game sales, Dr Pain said: “This shouldn’t affect game sales. That’s not what we’re after at all. Alternative shot is available. If it is used, then game sales should not be affected.”

I think visitors that travel to Ocean City, Maryland go to this seaside resort for its beaches.  The main attraction is the wide beaches, but Ocean City has such an interesting past.  In the old days, when nothing was developed, Ocean City’s visitors came just to enjoy the beach, fish and to collect shells.

The first ocean front inn was built in 1869.  After that, the town was surveyed and 250 beachfront lots were developed.  The corporation that was formed to develop the land sold 4,000 shares of stock at $25 each.  “Ocean City, at this time, was known as the “ladies resort to the ocean”.

The UK’s shooting organisations have come together to respond to a threat to the continued use of lead shot in the European Union.

The European Chemicals Agency (ECHA), the EU’s regulatory authority on chemicals, has commissioned a study on the use of lead shot which it says could be used to evaluate the costs and benefits of restrictions on the use of lead shot for hunting across the EU.

Lead shot is widely used for shooting in the UK but is prohibited for use over wetlands in Scotland and Northern Ireland.

In England and Wales lead shot is prohibited for the shooting of wildfowl and may not be used on the foreshore and certain designated wetland sites.

The ECHA has asked for data on the manufacture, cost and use of lead shot and alternatives.

Europe-wide responses will be collated by the European umbrella organisation FACE, the Federation of European Hunting Associations, which represents some seven million hunters, in conjunction with international representative bodies for trade and target shooting.

The UK’s shooting, trade and countryside management organisations are working together via FACE UK to collect and submit information to the ECHA via FACE.

The ECHA study was commissioned after the European Commission and member states asked Sweden to include lead shot in proposals to restrict the use of lead and lead compounds.

Dr. Conor O’Gorman from the British Association for Shooting and Conservation is the current secretary of FACE UK.

He said: “This could prove to be a very real threat to the use of lead shot.”

“The UK’s membership and trade organisations are working together through FACE UK to ensure that we can provide a clear, credible and coherent response to this study, which will be used to inform policy decisions.”

“The UK already has a range of legal restrictions on lead shot designed to protect wildfowl, wading birds and sensitive wetlands.”

“It remains vital that all UK shooters ensure they comply with those restrictions.”
